Bernice Glenn Kissinger | Allied Nations International Dual-Use Program Manager
Bernice Glenn Kissinger is the Allied Nations International Dual-Use Program Manager for the Pacific International Center for High Technology Research and Co-Founder and Co-Owner of Pacific Impact Zone.
Ms. Kissinger has extensive experience in defense contracting, technology commercialization, and public-private partnerships. She has supported key U.S. federal agencies, including the Naval Surface Warfare Center, the Office of Undersecretary of Defense Research & Engineering, the Office of Naval Research, and the US Army Medical & Materiel Command. Her work focuses on advancing critical technologies such as cybersecurity, semiconductor and trusted microelectronics, quantum computing, and health sciences. As a strategic leader, she specializes in rapid contracting, Other Transaction Authorities (OTAs), and innovative acquisition strategies to support government-industry collaboration and Allied Nation partnerships.
A magna cum laude graduate of Princeton University with a degree in East Asian Studies, Ms. Kissinger holds certifications in planning, government contracting, and human-centered design from institutions such as the Project Management Institute, Stanford Design School, and Harvard Graduate School of Design. She serves on various boards, including the Hawaii Technology Development Corporation and East-West Center’s Women Leadership. Ms. Kissinger is a lifetime member of the National Defense Industrial Association (NDIA) Women in Defense and International Committees and co-founded the Defense Entrepreneur Forum Indo Pacific and Women in Allied Security. Her work has been featured in publications such as Defense News, Japan Times, Stars and Stripes, and Space News.
