Paul Michael Young | Oceania Program Director
Paul Michael Young is a seasoned C-suite executive and international development consultant with extensive experience across the USA, East and Southeast Asia, Polynesia, Micronesia, and Melanesia. He specializes in revitalizing financially and operationally distressed organizations in challenging environments, having successfully managed departments spanning finance, actuarial services, human resources, information systems, marketing, and customer service. His expertise includes negotiating major contracts and leading strategic initiatives in sectors such as telecommunications and education.
Previously, Mr. Young served as President of Ash Cable LLC and Samoamatics LLC, where he led critical projects, including securing major customer contracts and assisting companies in liaising with the American Samoa Government. He also served as President of South Pacific Academy, where his leadership helped secure over $7 million in grant funding. Additionally, he was Chief Operating Officer at AST Telecom LLC (dba Bluesky Communications), where he played a pivotal role in enhancing business operations. As a consultant, he has advised numerous capacity-building projects funded by the UN, international donors, and NGOs, and has contributed to developing government policies across various sectors.
As a certified actuary and strategic planner, Mr. Young has developed financial models to assess performance and ensure regulatory compliance. His background spans life, health, and travel insurance, pensions, and workers’ compensation. A certified life and executive coach, Mr. Young continues to support growth and innovation throughout the Pacific region from his base in Pago Pago, American Samoa.
